Tasks and Responsibilities:

Background

The crisis in Nigeria, located mainly around the Lake Chad Basin, is a complex emergency characterised by food insecurity, violence and displacement. This area is one of the poorest in the world. Subsistence based livelihoods are impacted upon by climate-induced desertification, drought, receding lake/water stress. Compounding the situation is the high incidence of violence from None-State Armed Groups (NSAG) since 2013. FAO strategy 2017-2019 includes ensuring sustainable and equitable access to resources and services as well as sustainable growth of livelihood opportunities are therefore critical priorities. Strengthening resilience by linking emergency interventions to lasting recovery will facilitate immediate efforts to address food insecurity and reduce negative coping strategies, while mitigating the impact of the root causes of the conflict and instability in the region, FAO continues to play a key part in the 2017 Humanitarian Response Plan lead by the Presidential Committee for the Northeast initiative (PCNI), the State Ministries, Departments and Agencies (MDAs) that coordinate the humanitarian response, in coordination with humanitarian partners.

FAO in collaboration with UN WOMEN and WFP has received Support from the European Development Fund (EDF) under the

Support to Response, Recovery and Resilience in Borno state, to implement a 3 year programme to restore and improve sustainable agriculture-based livelihoods for food security, employment, and nutrition improvement in Borno State. FAO’s interventions include supporting small holder farmers (men, women and youth) to have diversified food source and income through reinforcing crops production, and diversification through the support of small holder farmers (men, women and youth) to have diversified food source and income through reinforcing crops production, and diversification through provision of fish farm starter kits for aquaculture production, establishment/restart of women fish processing and marketing enterprises amongst others. For the effective field management of project implementation, FAO requires the services of an Aquaculture Expert, in particular he/she will be responsible for ensuring the technical soundness and timeliness of activities in his field of competencies in the design, planning, supervision of the implementation and monitoring phases of fish farming and processing activities of the project and related activities.

Terms of Reference:

Under the overall supervision and guidance of the FAO Representative for Nigeria through the Deputy FAOR in Maiduguri, and with direct supervision of the Project Coordinator, the functional guidance of the Lead Technical officer (raf) and in close collaboration with national and international consultants in the project team, the incumbent will undertake the following activities:    Participate in the baseline and food security assessments to monitor the improvement of beneficiaries household food

  • Consumption, resilience, business development, markets enhancement, etc
  • From the data collected, analyze critical challenges and threats to fish production, processing and marketing identify appropriate entry points to support the adoption of good agriculture practices in aquaculture through the FFS/APFS approach, nutrition sensitive agriculture, and how to effectively support beneficiaries engage in aquaculture production and fish processing and marketing especially by women and youths amongst other interventions outlined in the Project document;
  • Provide technical guidance/recommendations of approaches/strategies for aquaculture production and fish processing interventions in order to improve livelihoods, diversify diets and strengthen resilience to external shocks;
  • Contribute to the designed, content and delivery of the training packages of the Farmer Field School trainings planned under the project
  • Contribute to the procurement process of the aquaculture production and fish processing and marketing enterprises, and related inputs i.e. preparation Of the technical Specifications of inputs i.e. fish farm starter kits (fibre-glass tank, fingerlings and feed) as well 100 ftt fish smoking kilns of 50 kg capacity with one door and training to women headed idp and returnee households etc. along with detail distribution plan to the identified beneficiaries in the targeted area;
  • Assist Extension/NGO Staff in distribution of inputs and training groups of women farmers in aquaculture production and fish processing and marketing enterprises technologies (using recognized participatory and group-based extension techniques;
  • Maintain and engage in networks of collaboration amongst the stakeholders to gather information, promote awareness of technical issues and support capacity building programmes;
  • Prepare case Studies, guidelines, reports, publications and presentations in support of programme delivery.
  • Perform any other related duties as required.

The agriculture component of FAO/UNWOMEN/WFP Joint project in Borno State programming, implementation, operational, information management, reporting and monitoring/evaluation capacities are enhanced, timely project cycle operational implementation activities ensured (project planning, procurement planning, site selection, beneficiary targeting. IP contracting, MDAs liaison, input distribution, monitoring, reporting, field assessment).

Information related to the Joint Project Sites in particular and fao emergency programme in the sub-region In general is timely collected, organized and made available in the appropriate format. Deliverables (indicators)

The work and monitoring / evaluation plan of the project is effectively implemented based on the project logframe and M&e framework. Planned activities and for intervention in the agriculture sector (number, type and quality of the documents)

Technical and material inputs and support services for the aquaculture component are delivered to the beneficiaries for achievement of project results and objectives

Training modules and relevant trainings of the FAO component delivered.

Participation of stakeholders in the field implementation activities and meetings (number of meetings, number of participants, profile of the participants)

Reports of project implementation including resources utilized under the FAO component.

Duration of Contract per the details of activities in the Project Workplan

Technical/Functional Skills

  • Excellent interpersonal skills and Team spirit
  • Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
  • Working knowledge of the local language in Borno State
