National Project Personnel; Agri-business Development Expert –

Contract duration: 11 month (with the possibility of extension)

Tasks and Responsibilities:


The crisis in Nigeria, located mainly around the Lake Chad Basin, is a complex emergency characterised by food insecurity, violence and displacement. This area is one of the poorest in the world. Subsistence based livelihoods are impacted upon by climate-induced desertification, drought, receding lake/water stress. Compounding the Situation is the high incidence of violence from None-State Armed Groups (NSAG) since 2013. FAO’s strategy 2017-2019 includes ensuring sustainable and equitable access to resources and services as well as sustainable growth of livelihood opportunities are therefore critical priorities. Strengthening resilience by linking emergency interventions to lasting recovery will facilitate immediate efforts to address food insecurity and reduce negative coping strategies, while mitigating the impact of the root causes of the conflict and instability in the region. FAO continues to play a key part in the 2017 Humanitarian Response Plan lead by the Presidential Committee for the Northeast initiative (PCNI), the State Ministries, Departments and Agencies (MDAs) that coordinate the humanitarian response, in coordination With humanitarian partners.

FAO in collaboration with UNWOMEN and WFP has received support from the European Development Fund (EDF) under the EU Support to Response, Recovery and Resilience in Borno state, to implement a 3 year programme to restore and improve sustainable agriculture-based livelihoods for food security, employment, and nutrition improvement in Borno state. FAQ’s interventions include supporting small holder farmers (men, women and youth) to have opportunities for markets and business development through the support of women’s entrepreneurial organizational and technical skills, and training on integrated business model amongst others. For the effective field management of project implementation, FAO requires the services of an Agri-business Development Expert. In particular he/she will be responsible for ensuring the technical soundness and timeliness of activities in his field of competencies in the design, planning, supervision of the implementation and monitoring phases of agri-business development and related activities of the project.

Terms of Reference:

  • Under the overall supervision and guidance of the FAO Representative in Nigeria through the Deputy FAOR in Maiduguri, and with direct supervision of the Project Coordinator, the functional guidance of the Lead Technical Officer (RAF) and in close collaboration with national and international consultants in the project team, the incumbent will undertake the following activities: Participate/contribute in the baseline and food security assessments;
  • Conduct rapid market assessments (RMA) along with gender- and empowerment-Integrated market assessment. to
  • Monitor the improvement of beneficiaries’ household food consumption, resilience, business development, markets enhancement, etc.
  • From the data collected, analyze critical challenges and threats (SWOT analysis) to agri-business development of the selected value chains/commodities and identify appropriate project interventions including the adoption of good agri-business practices that can be extended through the FFS/APFs approach, nutrition sensitive agriculture, and how to effectively support beneficiaries engage in agri-business and marketing especially by women and youths amongst other interventions outlined in the Project document;
  • Propose an action plan and strategies/approaches for the implementation of the selected project interventions including the identification of partners in order to improve livelihoods, diversify diets and strengthen resilience to external shocks;
  • Contribute to the design, content and delivery and supervision of the training packages for the value chains actors Farmer Field School trainings and the training on integrated business model (IBM) planned under the project;
  • Collaborate and provide technical inputs to UN Women to support women’s entrepreneurial, organizational and technical skills
  • Provide the technical lead in the procurement process and conduct of the agri-business component of the project in the establishment/restart of seed production enterprises or cooperatives; establishment /restart of agri-inputs supply enterprises or agro-dealers;
  • Establishment/restart of 100 Women fish processing and marketing enterprises;
  • Providing support to processing and trade enterprises/cooperatives to the identified beneficiaries in the targeted area;
  • Assist Extension/NGO staff in distribution of inputs and training groups of women farmers in agri-business and marketing enterprises technologies (using recognized participatory and group-based extension techniques;
  • Maintain and engage in networks of collaboration amongst the stakeholders to gather information, promote awareness of technical issues and support capacity building programmes;
  • Support Coaching and mentorship activities for the established businesses
  • Prepare case studies, guidelines, reports, publications and presentations in support of programme delivery.
  • Prepare or contribute in the preparation of the project progress report.

The agriculture component of FAO/UNWOMEN/WFP joint Project in Borno State programming, implementation, operational, information management, reporting and monitoring/evaluation capabilities are enhanced,

Timely project cycle operational implementation activities ensured (project planning, procurement planning, site selection, beneficiary targeting, IP contracting MDAs liaison, input distribution, monitoring reporting, field assessment

Information related to the Joint Project Sites in particular and FAO emergency programme in the sub-region in general is timely collected, organized and made available in the appropriate format.

Deliverables (indicators)

Planned activities and for intervention in the agriculture sector (number, type and quality of the documents)

Technical and material inputs and support services for the agr-business component are delivered to the beneficiaries for achievement of project results and objectives

Training modules and relevant trainings of the FAO component delivered.

Participation of stakeholders in the field implementation activities and meetings (number of meetings, number of participants, profile of the participants).

Reports of project implementation prepared including resources utilized under the FAO component.

Candidates should meet the following requirements:

Minimum Requirements

Masters (or Higher) Degree in Agricultural Economics with specialisation in business development and (or marketing, Seven years (post MSc. or 5 years post Ph.D.) relevant experience related to both entrepreneurial development, small scale enterprises development and agricultural commodities marketing with emphasis on rural development within small holder production and marketing schemes.


  • Adequate competence in communication, planning and reporting in English and mother language
  • Knowledge of computer skills (MS Office package: word, excel and power point).
  • Experience with similar internationally funded development projects will be an added advantage
  • Experience and competences in working with women and youths groups will be an advantage.

Technical/Functional Skills

  • Excellent interpersonal skills and Team spirit
  • Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
  • Working knowledge of the local language in Borno State .
