National Project Personnel: Communication and Reporting officer

Tasks and Responsibilities:
The crisis in Nigeria, located mainly around the Lake Chad Basin, is a complex emergency characterised by food insecurity, violence and displacement
This area is one of the poorest in the world. Subsistence based livelihoods are impacted upon by Climate-induced desertification, drought, receding lake/water stress. Compounding the situation is the high incidence of violence from None-State Armed Groups (NSAG) since 2013. FAO’s strategy 2017-2019 includes ensuring sustainable and equitable access to resources and services as well as sustainable growth of livelihood opportunities, and these are critical priorities, Strengthening resilience by linking emergency interventions to lasting recovery will facilitate immediate efforts to address food insecurity and reduce negative coping strategies, while mitigating the impact of the root causes of the conflict and instability in the region, FAO continues to play a key part in the 2017 Humanitarian Response Plan lead by the Presidential Committee for the Northeast initiative (PCNI), the state Ministries, Departments and Agencies (MDAs) that coordinate the humanitarian response, in coordination with humanitarian partners.
FAO in collaboration with Unwomen and WFP has received support from the European Development Fund (EDF) under the EU Support to Response, Recovery and Resilience in Borno State, to implement a three year programme to restore and improve sustainable agriculture-based livelihoods for food security, employment, and nutrition improvement in Borno State, FAO’s interventions include supporting small holder farmers (men, women and youth) to have skills and knowledge to implement good agricultural, nutrition and gender practices; reinforcing crops production for diversified food source and income; supporting small holder farmers to have opportunities for markets and business development; and providing quality agri-inputs for diversification, amongst others.
For effective field management of project implementation, FAO will engage a Communication and Reporting Officer. In particular he/she will contribute to compile, write, edit and review progress, interim and final reports using relevant background information from the field, liaising with project staff as appropriate, ensuring quality and consistency of the products. Develop and produce communication products to showcase EU support and including but not limited to key messages, briefs, brochures, talking points, success stories and presentations; also by travelling to affected areas, as necessary, to ensure collection/production of stories, interviews, photos and videos.
Terms of Reference:
Provide communication support for events organised by FAO and in which FAO is participating;
Assist in undertaking assessment of the project impact on the beneficiaries through activity assessments and end-of-project assessment
Prepare and submit the draft final report, including all project activities, impact assessment, and lessons learned, and make recommendations for

|· The agriculture component of FAO/UNWOMEN/WFP Joint Project in Borno state programming, implementation, operational, information management, reporting and monitoring/evaluation capacities are carried out;
· Timely project cycle operational implementation activities promoted (project planning, procurement planning, site selection, beneficiary targeting. IP Contracting, MDAS
· Liaison, input distribution, monitoring, reporting, field assessment effectively
· Technical and material input: and support services for the effective communication of the project activities are deployed for achievement of project results and objectives
· Communication products collection/production of stories, interviews, photos and videos, that showcase EU support and Project activities and results achieved
· Key messages, briefs, brochures, talking points, success stories and presentations;
· Missions to project sites and results of interviews with beneficiaries, implementing partners and stakeholders on the results and impact of project.
· Media participation and press releases on coverage of project implementation activities
· Outcome of consultative meetings with partners within and outside UN and OCHA OCHA Humanitarian Communications Group;
· Relevant public information products developed and disseminated at the national, regional and global levels;
· Liaison with OCC and TCS Outreach team and alignment of content developed.
· End of assignment report of project implementation including resources utilized under the FAO component.
|Duration of Contract per the details of activities in the Project workplan
Candidates should meet the following requirements:
University degree (Bachelor’s or Post graduate) in journalism, mass communications, communications for development or relevant social science
Minimum of 3 years of relevant experience in humanitarian and agricultural/rural development sectors communication, promotion or advocacy including work experience with national and international NGO’s, UN agencies, governments and donors;
Excellent interpersonal skills and Team spirit
Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
Working knowledge of the local language in Borno State.
Experience and competences in working with women and youths groups will be an advantage.
