Background

The crisis in Nigeria, located mainly around the Lake Chad Basin, is a complex emergency characterised by food insecurity, violence and displacement This area is one of the poorest in the world. Subsistence based livelihoods are imparted upon by climate-induced desertification, drought, receding lake/water stress. Compounding the situation is the high incidence of violence from None-State Armed Groups (NSAG) since 2013. FAO’s strategy 2017-2019 includes ensuring sustainable and equitable access to resources and services as well as sustainable growth of livelihood opportunities are therefore critical priorities. Strengthening resilience by linking emergency interventions to lasting recovery will facilitate immediate efforts to address food insecurity and reduce negative coping strategies, while mitigating the impact of the root causes of the conflict and instability in the region. FAO continues to play a key part in the 2017 Humanitarian Response Plan lead by the Presidential Committee for the Northeast initiative (PCNI), the State Ministries, Departments and Agencies (MDAs) that coordinate the humanitarian response, in coordination with humanitarian partners.

FOA in collaboration with UNWOMEN and WFP has received support from the European Development Fund (EOF) under the EU support to Response, Recovery and Resilience in Borno State, to Implement a 3 year programme to restore and improve sustainable agriculture’ based livelihoods for food security, employment, and nutrition Improvement in Borno State. FAO’s interventions include supporting small holder farmers (men, women and youth) to have diversified food source and income through reinforcing crops production, and support the rehabilitation and expansion of small scale irrigation schemes for dry season farming amongst others. For effective field management of protect implementation, FAO will engage an Irrigation Expert, in particular he/she will be responsible for ensuring the technical soundness and timeliness of activities in his field Of Competencies in the design. Planning, Supervision of the implementation and monitoring phases of irrigation related activities.

Terms of Reference:

Under the overall supervision and guidance of the FAO Representative for Nigeria through the Deputy FAOR in Maiduguri, and with direct supervision of the Project Coordinator, the functional guidance of the lead Technical Officer (RAF) and In close collaboration with national and international consultants in the project team, the incumbent will undertake the following activities.

Participate in the baseline and food security assessments to monitor the improvement of beneficiaries household food consumption, resilience, business development, markets enhancement, etc.

From the data collected, analyze critical challenges and threats to sustainable irrigated crop production intensification and identify appropriate entry points to Support the adoption of good agriculture practices through the FFS/APFS approach, nutrition sensitive agriculture, and how to effectively reinforce crops production and diversification through the provision of quality agri-inputs (irrigated and rain fed), amongst other interventions outlined in the Project document;

Provide technical guidance/recommendations of approaches/strategies for irrigated horticulture/agriculture crop production interventions in Order to improve livelihoods, diversify diets and strengthen resilience to external shocks;

Contribute to the designed, content and delivery of the training packages of the Farmer Field School trainings planned under the project

Contribute to the procurement process of irrigated horticulture/agriculture inputs i.e. preparation of the technical specifications of inputs i.e. vegetable seeds, fruit saplings, hand tools, composting chemicals, along with detail distribution plan to the identified beneficiaries in the targeted area;

Assist Extension/NGO staff in distribution of inputs and training groups of women farmers in irrigated fruit and vegetable production technologies (using recognized participatory and group-based extension techniques:

Maintain and engage in networks of collaboration amongst the stakeholders to gather information, promote awareness of technical issues and support capacity building programmes;

Prepare case studies, guidelines, reports, publications and presentations in support of programme delivery.

Perform any other related duties as required.

The work and monitoring / evaluation plan of the protect is effectively implemented based on the project log frame and M&E framework.

Planned activities and for intervention in the agriculture sector (number, type and quality of the documents)

Irrigation component technical and material inputs and support services are delivered to the beneficiaries for achievement of project results and objectives

Training modules and relevant trainings of the FAO component delivered.

Duration of Contract

Candidates should meet the following requirements:

Masters or Higher Degree in agriculture or horticulture with specialisation in irrigation product systems management or farming systems

Five years (post MSc. or 5 years post Ph.D.) relevant experience related to irrigation agricultural or horticultural production with emphasis on vegetables and other short-cycle horticulture crops

Competencies

  • Adequate competence in communication, planning and reporting in English and mother language
  • Knowledge of computer skills (MS Office package: word, excel and power point).
  • Experience with similar internationally funded development projects will be an added advantage
  • Experience and competences in working with women and youths groups will be an advantage.

  • Excellent interpersonal skills and Team spirit
  • Experience of projects involving multiple and diverse stakeholders including
  • Governments, private sector, civil society and end users.
  • Working knowledge of the local language in Borno State.
