National Project Personnel: Logistics Assistant
Contract Duration: 11month (with the possibility of extension)

Tasks and Responsibilities:
FAO in collaboration with UNWOMEN and WFP has received support from the European Development Fund (EDF) under the EU Support to Response, Recovery and Resilience in Borno State, to implement a 3 year programme to restore and improve sustainable agriculture-based livelihoods for food security, employment, and nutrition improvement in Borno State. FAO’s interventions include supporting small holder farmers (men, women and youth) to have skills and knowledge to implement good agricultural, nutrition and gender practices: have diversified food source and income through reinforcing crops production; supporting small holder farmers have opportunities for markets and business development;, and diversification through the provision of quality agri-inputs amongst others.
For the effective field management of project implementation, FAO requires the services of a Logistics Assistant. In particular he/she will be responsible for supporting the planning, management and monitoring of the in-country and offshore logistics operations of the FAO country office related to the acquisition and distribution of agricultural inputs; Planning and follow up of the Supply chain, preparatory activities at warehouses; the shipping arrangements, custom clearance; delivery to warehouses; reception and pre-positioning of supplies; storage and distributions to beneficiaries.
Terms of Reference:
Under the overall supervision of the Deputy FAO Representative, the direct supervision of the International operations and Procurement Officers, in close collaboration with the Assistant FAOR (Admin) and other national and international consultants in the project team, the incumbent will perform following duties and responsibilities;
Logistic and Administrative Support
Provide day to day logistic support as requested to ensure smooth operation of the project activities;
Arrange for timely repairs/servicing of office vehicles and office generators in the Sub-office
Check and record dally log and fuel consumption for project and rented vehicles and generators used for the sub-office;
Provide support to arrange local official travel of all project staffs, and other relevant parties, which include transportation arrangement, hotel reservations. Travel Authorization, security clearances and other documents; Assist the project staff in providing logistic and administrative support to workshops and training sessions;
Maintenance of the filing system ensuring safekeeping of all the project related documents;
Assist in updating the procurement plan on a quarterly basis;
Supervise the process Identification/Pre-qualification of local vendors and potential suppliers of goods, services and works from local market applying FAO rule; and regulations:
Obtain quotations for purchase Items below USD 500 at local level and process procurement procedures following appropriate rules and regulations;
Initiate Procurement Requests (PR) for both for MS 502 and MS 507 through the oracle i-procurement module in GRMS and ensure all relevant documents attached to the Draft PR forwarded for FAOR/Budget Holders approval and follow up further procurement process;
Follow up Procurement Orders (POs) and liaise with the suppliers and contractors;
Maintain and update an effective data base of all procurement components to ensure timely delivery of inputs, goods and services:
Planning and follow up of the supply chain, preparatory activities at warehouses; the shipping arrangements, custom clearance; delivery to warehouses: reception and pre-positioning of supplies; storage and distributions to beneficiaries.;
Assist in preparation of all sort of contractual agreement i.e. Service Contracts, Works Contracts, and Lease Agreements, in accordance with MS 502.
Assist in reviewing the LOAs by ensuring compliance with FAO rules and regulations (MS 507)
Assist in preparation of processing payments against purchase orders and contracts upon satisfactory delivery of goods and services;
Undertake any other tasks assigned by the Supervisor within the assigned area of responsibility

· Conversant with the manuals in the field of general administration and financial rules, principles and procedures and practice is essential.
· Appropriate filing system of all finance/procurement/project documents and keep records for future reference.

· Ensure functionality of all the vehicles in the office.
· Coordinate repairs of all office equipment and premises to ensure good working environment.

Candidates should meet the following requirements:
Secondary Education, Possession of a University Degree in Business Administration, Procurement or a related field in addition to secondary education is preferred.
Minimum of 5 years practical experience in logistics and procurement activities. Previous work experience with UN agencies would be an asset
Good computer skills and proficiency in English Language is required

Work experience in high risk security area, particularly in logistics operations is desirable.
Extent and relevance of experience in managing diverse/multi-cultural office.
Extent and relevance of experience in UN humanitarian emergency operations.
Demonstrated understanding of the area of deployment in terms of cultural sensitivity and local environment.
