REQUEST FOR EXPRESSION OF INTEREST
(CONSULTING SERVICES-INDIVIDUAL CONSULTANT SELECTION)
SELECTION OF PUBLIC ACCOUNT SPECIALIST IN CHARGE OF THE HARMONIZATION, ADOPTION AND IMPLEMENTATION OF THE PUBLIC ACCOUNTING FRAMEWORK.

The Economic Community of West African States (ECOWAS) represented by the ECOWAS Commission within the framework of the execution of its 2018 budget intends to apply a portion of the budgeted funds to strengthen the Multilateral Surveillance Directorate by the engagement of a Public Account Specialist in charge of the Harmonization, Adoption and Implementation of the Public Accounting framework.
The main objective is to employ the services of a Consultant (Public finance Expert) to assess Public Accounting Frameworks in member states and to formulate and implement a strategy for the harmonization of the Public Accounting Framework in ECOWAS.
The consulting services (“the Services”) include the followings as shown below and the duration of the contract shall be for a maximum period of six (6) months. The consultant is expected to be available in the ECOWAS’s office in Abuja full time. Duties and responsibilities of the consultant:
(a) Collation and systematic review of all existing documents on the processes, procedures and responsibilities of Authorizing Officers and Public Accounts in Member states;
(b) Gathering and review of all existing documents on Budget implementation operations in Member States;
(c) Assembling and review of all existing documents on public accounting and Government’s Account;
(d) Identification and review of all existing documents on the control of budget execution;
(d) Recommendation and harmonization of Public Account Framework for the ECOWAS region
The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are as follow:
(a) Advanced degree in Law / Economics (minimum Master’s degree) with specialization in Public Finance from a recognized / reputable institution preferably with post graduate studies in at least one of the relevant field
(a) He or She should be a Specialist in Public Finance with at least 10 years of practical working experience as Public Accountant.
(b) Must have undertaken at least one (1) similar assignment;
(c) Excellent report writing skills.
(d) Excellent computer and communication skills, including office software packages (MS Word, ExceI, Power Point
Must be fluent (reading, writing, speaking) in one of the ECOWAS official languages (French; English or Portuguese). The knowledge of any other of the three (3) languages would be an advantage
NB: The attention of interested Consultants is drawn to Article 87 of the ECOWAS Tender Code (“Infringements by Candidates, Bidders and Awardees”), setting forth corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific information on conflict of interest related to this assignment as per Article 17. (b) of the ECOWAS Tender Code.
A Consultant will be selected in accordance with the Selection of individual Consultant set out in the Consultant Guidelines. The shortlisted candidate will be interviewed for the position.
