The Federal Government of Nigeria has received financing from the World Bank towards the cost of the States Fiscal Transparency, Accountability and Sustainability (SFTAS) Program for Results, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing technical support to the PSIN-SFTAS team to support them to successfully implement the PSIN workplan for the SFTAS Program.
The Federal Ministry of Finance, Home Finance Department now invites eligible individual consulting (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Minimum of Master degree or equivalent in management, public administration, human resource development, public finance and other relevant fields;
Minimum of 8 years of relevant experience in designing, implementing and supervising training and curriculum development programs, including on public financial management (PFM) issues and involving adult learning and capacity building in the public sector;
Good understanding of PFM systems in Nigeria, in particular at the state-level, and OGP principles;
Highly computer literate with demonstrable proficiency in Microsoft Office Suites;
Fluency in spoken English required with excellent written English skills, including sound report-writing skills and presentation;
Proven ability to work under pressure and meet strict deadlines;
Demonstrated delivery focus that balances a responsive and proactive approach;
Proven ability to work effectively as part of a team.
The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017 and August 2018)) and the World Bank’s Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by International Bank for Reconstruction and Development (IBRD) Loans and IDA Credits and Grants (revised as of July 1,2016)
A Consultants will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
