Ipas Organization Effectiveness Consultant: Request for Proposal

Ipas, Nigeria, is looking for an organizational effectiveness consultant to assist us in optimizing Ipas resources to achieve a more significant impact. We want to engage a business efficiently consultant to review our business processes and resource utilization to identify opportunities to improve efficiency. The Primary focus will be in the country office and look across all functions, including finance, human resources and technical teams. As all these teams interact with our global technical and operational teams in our headquarters in North Carolina, USA, there may also be observations and recommendations on business processes and resources utilization from critical internal business partners at HQ. The consultant must consider value for money using our impact measures, core values and new strategic framework and outcomes.

Ipas is a global non-governmental organization dedicated to ending preventable deaths and disabilities from unsafe abortion. Through local, national and global partnership, Ipas works to increase women’s access to, and improve the quality of sexual and reproductive health services. Ipas has been in Nigeria since 2000 through a bilateral agreement with the Federal government represented by the National Planning Commission.

Ipas is a 20-year-old organization whose mission is to respond to factors including sexual violence, stigma, lack of information, and lack of access that fueled death from unsafe abortion. Ipas Nigeria works in partnership with numerous stakeholders, including government officials, health providers, youth groups, women’s groups, law enforcement journalists, and legal professionals, to improve women’s sexual and reproductive health  and rights. Ipas Nigeria also focuses on research to better understand women’s needs and desires about their reproductive health and wellbeing. Ipas Nigeria current operations are in the following states: Adamawa, Gombe, Jigawa, Taraba, kano, FCT, Oyo, Ogun, Lagos, Anambra and Abia. Ipas, Nigeria currently have 19 full-time employees.


  • Experience working with non-profits/non-governmental organizations
  • Possess a string background in non-=profit human resources management.
  • Experience in process mapping
  • Experience using different efficiency methodologies like Impact, Six Sigma, Total Quality Management in Not-For-Profit Organization
  • Written and spoken fluency in English
  • Available to develop a final proposal for Ipas by July 1, 2020
  • Available to begin work from July 3, 2020
  • Length of contract and key deliverable to be determined


The Consultant will work closely with Mr. Lucky Palmer, Ipas Nigeria Country Director and US- based HR Consultant for Ipas

In collaboration with Ipas Leadership, the consultant will

  • Conduct an organizational efficiency assessment, including in the key areas of culture leadership, decision-making and structure, people and work processes and systems
  • Document the key process flows, functions and positions
  • Analyze the data to identify inefficiencies.
  • Recommend alternate process or streamlined processes to get higher value for money and allow Ipas Nigeria to implement its program in line with updated organizational policies, procedures and our strategic framework.


  • Process mapping and analysis
  • Documentation of the current state Ipas Nigeria processes and resource utilization
  • Report detailing the analysis and recommendations


The expected period of performance July 1-31 2020 (negotiable). Deadline for deliverable to be determined during contract negotiations.
